END OF THE SESSION MESSAGE FROM MONTPELIER

By the closing of the 2019 session in mid-May, the House and Senate legislators had passed 93 bills, only two of which were vetoed by Governor Scott. The rest became law on July 1, 2019 ,including the FY2020 $6.1 billion budget.

We are now well into the 2nd half of the 2019 legislative session. Since January over 500 bills have been introduced. The 2 week “crossover” period when bills need to pass out of committee and onto the Floor in order to be considered for passage in the remaining weeks of the session, has come and gone. Of the 500 bills introduced this session, most never made it out of committee. But this is the first year of a 2-year biennium, so bills that do not make crossover can still be considered next year.

New Vital Records Law

In May 2017, the Vermont Legislature passed a bill that will change the laws pertaining to how people can obtain vital records, which include death and birth certificates. Act 46 was passed to help ensure the safety of Vermonter's information, and to help protect against identity theft. These changes went into effect on July 1, 2019.
